Transnational Crime Affairs Section (TCAS)

The Transnational Crimes Affairs Section of the Embassy of the United States of America Bangkok administers funding provided chiefly through the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) to support Royal Thai Government initiatives in building capacity to combat trafficking in illegal drugs, terrorism, and transnational organized crime. 

The NAS has provided commodities and assistance to counter-drug and law enforcement activities in Thailand for over 40 years.  In July 2008 NAS changed its name to TCAS to reflect expanded responsibilities for crime control capacity building.

TCAS also pursues a program of professional capacity-building for the Thai Criminal Justice System at large (prosecutors and judiciary, as well as police), offering training events in venues throughout Thailand.

TCAS bilateral assistance in Thailand for capacity-building focuses on:

TCAS disburses INL/INCLE funding in support of law enforcement and criminal justice training at the International Law Enforcement Academy (ILEA) in Bangkok (Thailand is host to one of four ILEA’s, world-wide). The Bangkok ILEA is funded and operated through a joint Thai-U.S. initiative and works to improve law enforcement skills and coordination among countries in the region.  ILEA has trained thousands of law enforcement officers and other officials concerned with criminal justice, offering dozens of courses annually. All TCAS-administered assistance is in accordance with a Letter of Agreement between the United States of America and the Government of the Kingdom of Thailand.
